The percentage of female students nominated by US lawmakers for admission to US military academies has increased over the past 25 years. But men are still nearly three times more likely than women to win a nomination, according to a survey released Tuesday.

A member of Congress must nominate the most candidates for the Naval Academy, the Air Force Academy, and the West Point Military Academy. The schools provide a free education and then require graduates to serve a certain number of years in the armed forces.

Currently, women make up approximately 27% of Naval Academy students, 22% of Air Force Academy cadets, and 22% of West Point students. However, women can hold almost any job in the armed forces.
Representatives of some legislators claim that the number of female students is low because only a small number of women apply.
But Lori Manning, director of government operations for the Service Women Action Network, said congressional offices need to modify their recruitment efforts. She believes that the number of female students in academies should more closely correspond to the increased role of women in the military.

The report, titled "Gatekeepers to Opportunity," is the work of the Connecticut Veterans Law Center and Yale Law School's Veterans Legal Services Clinic. They reviewed appointment documents made by current members of Congress.
Using nearly 25 years of nominations from 1994 through the upcoming school year, the researchers found that 21% of their nominees were women. This percentage has been steadily increasing over the past ten years. It went from 17% in 2009 to 26% for the following school year.
The study found that Sen. Mazie Hirono, Democrat of Hawaii, was among the senators who most frequently appointed women, at a rate of 38%. She says she makes sure her group includes at least one woman.
"We still have a long way to go before there is equality between men and women," Hirono said. "But the fact that there are so many qualified young women applying, nominated and accepted is a positive trend and I hope it continues."

Riley was among the black female cadets who were recently photographed before graduation in their gray uniforms, holding ceremonial swords. The pictures — part of a tradition for graduating cadets — were widely posted online and became a symbol of West Point's growing diversity.
"I was more excited to take the photo because it means we all graduated, and it was great to be there with a lot of my sisters who have been there for me through a lot of tough times during training. summer and during the college year,” the senior said. Saturday's graduating class includes 223 women, the largest number since the first female cadets graduated in 1980. The 110 blacks in the graduating class is an all-time high and double the number from 2013. The class includes the largest number of Latinos, 88.
Riley said people would ask her for information during class discussions about race or slavery. Yang said she is fully aware of how she behaves and how she is perceived by different people.

West Point has stepped up its efforts to recruit women and blacks since then-Army Chief of Staff Gen. Raymond Odierno was ordered to diversify in 2013. The academy changed its marketing approach and opened a diversity office. Admissions officers have increased their reach in metropolitan areas such as New York, Atlanta and Detroit. Not all of these efforts targeted minorities or women specifically, but they broadened the search for qualified candidates.
In another milestone, Lt. Gen. Darryl A. Williams became West Point's first black superintendent last summer. In 2017, Simone Askew became the first black woman to serve as First Captain of the Corps of Cadets, the academy's highest student position.
Even with advances in diversity, West Point has not been immune to the problems facing the military and society. Sexual assault and harassment are such a persistent problem that Williams suspended classes for a day in February so the entire academy could focus intensively on them. Just four years ago, 16 elderly black women inadvertently caused controversy by raising clenched fists in one of their suburban photos.

On Saturday, Young and Riley will be among second lieutenants graduating from the U.S. Army following a speech by Vice President Mike Pence. Riley will go to the Signal Corps. Yang will study to become a doctor.
