David Zinnante has adjusted to his new position, helping to oversee the health care needs of thousands of service members, veterans and their families in the military's largest population. installation

One of his first deployments was to Fort Bragg, where he spent his years as a lieutenant and captain in the 82nd Airborne Division.

"I'm confident I can give back to the community that has served me so well while I've been here," Zinnant said Monday. "To come back to one of the best communities - I mean, what an honor."

While the state of emergency for the COVID-19 pandemic has been lifted, Zinnant said it doesn't mean the virus is gone.

But he said Fort Bragg's cases are lighter because of "the high percentage of the population that gets the vaccine."

"Those who are hospitalized are generally brought here because they have other comorbidities," he said. "Probably 90% of the cases that we get, the positive cases that we get is because we're testing for a different type of procedure that we do here. People show really mild symptoms or they don't even know they have it."

While there have been confirmed cases of the monkeypox virus in Cumberland and Harnett counties, Zinnant said Womack providers are equipped to deal with the virus and most patients are able to recover from the rash or fever at home.

One concern, he said, is flu season. In recent years, Zinnante said, cases appeared to be fewer because more people were wearing masks.

He said he expected the flu shots to arrive in Fort Bragg by the start of work next week but advised it was time to get ahead of the flu virus, although the local community might be able to find flu shots elsewhere sooner.

Before Zinnante arrived at Fort Bragg, Womack Army Medical Center began transitioning to an electronic medical record system called the Military Health System Genesis.

"The real delay is when a person comes in for their first visit under MHS Genesis, providers actually have to take information from the legacy system and move it to the new system, which takes time," he said. "So all appointments will take a little longer."

According to Zinnant, providers have accommodated the transition, which means they're seeing five fewer patients a day. By the second or third visit after the records are entered into the new system, patient visits should be faster, he said.

The system, Zinnant said, is designed as a centralized system of record, with a goal of eventually being connected to the Department of Veterans Affairs to expedite processes like disability rating for retired soldiers.

Zinnant said the new system is only part of the reason patients are seeing delays in scheduling appointments.

"I think the biggest problem is recruitment," he said. "We are really understaffed and are doing our best to meet the demands of the community based on a staff that has been exposed to Covid for the last few years and is working very hard to keep up with demand here in Fort Bragg."

Zinnant said the shortage of medical providers isn't unique to Fort Bragg, as the nation and local community struggle to find health care providers, nurses and administrators.

Despite the delays, he said, some patients are able to book appointments sooner than Womack's local community.

The hospital also uses telemedicine for cases of behavioral health or reduced visual acuity, and works with Fort Sam Houston in Texas, which it says is "the Army's telemedicine center."

"We're currently reviewing development, so we expect to have this capability within the next three months, if not sooner," Zinnant said. "The greatest thing is finding a vendor that's committed to Fort Bragg, even if they're not based here."

According to Zinnant, administrators are also working to move resources to the military hospital's call center.

Zinnant said Womack continues to maintain relationships with the VA, Cape Fear Valley Health and North Carolina Health University.

Some Womack providers are also Cape Fear providers, and Womack surgeons can perform surgeries for the VA.

He said they are building a dialysis unit in partnership with the VA "to address the dialysis shortage in the community."

"And it's meant to help us get to a Level II trauma center, and it also helps us with our medical education and helps them make the complexities of patient care a little bit more rigorous," Zinnant said.

According to Zinnant, Womack researchers are working on 50 studies on reducing back pain, preventing opacities or wearing sensors to predict and prevent injuries. Womack Army Medical Center is also working on a pilot program to treat trauma patients in the local community.

If a non-DoD beneficiary is injured near the Fort Bragg gates, he said the patient could be flown to Womack if it is the closest trauma center.
